I've wortked on 38 different machines in the last four days and my head is is tired and my laptop notes completely jumbled. So far I can say that the meltdown mitigation (KPTI) has yet to roll out for LTS 32bit, and the spectre v1 mitigation has yet to roll out for Ubuntu LTS 64bit though it is in place in LL 32bit. Some 32bit machines I have tested have 800 code ops in place for Specter v1. I expect this number is excessive for big 64bit systems thus the delay. So generally : 32bit is safe from specter v1 so far, and 64bit has KPTI mitigation. Sorry for the previous error. I'm stopping for today now.
