| Assuming it's UEFI which it probably is, and it previously had Mint installed on it, and you did not erase and install to the whole disk, the UEFI partition is dirty or overrun/out of space.

| The drag and drop function you are seeing is to move an open app from one desktop to another. Desktops are located to the right next to the updater in the taskbar. Default is two but you can add more.... |
