Open the Settings Manager Scroll down to Other and select Settings Editor. Select the xfwm4 option, and check the mousewheel_rollup option.

I would bet it has to do with kernel drivers for a newer kernel. If possible try the 4.10 kernel series (hwe ones).

That might work, but you need to read the whole article as it works in some cases and others it does not. Redhat shows it is hardware issue and you need another motherboard or disable the kernel drive...

Try using the install disk of LinuxLite. Run it in live mode and use gparted from it.
